A U.S. Navy vessel armed with sensitive surveillance equipment finds itself trapped in hostile waters, prompting President Kirkman to step in and secure the release of both the crew and the ship. Should they be taken captive, the advanced technology onboard could pose a significant risk to national security. At the same time, Chief of Staff Emily Rhodes unexpectedly reunites with a figure from her past.
