Leo approaches the Israeli Foreign Minister to seek support for the Shareef case, but his efforts are thwarted by the Qumari. Meanwhile, the team engages in a heated discussion about the Ritchie debates until they devise a clever strategy. Josh and Amy clash over the possibility of Stackhouse stealing votes from Bartlet. Ritchie attempts to provoke Bartlet regarding needle exchange policies. Bartlet must find a way to resolve a tense 11-day standoff with KSU bombers in Iowa, who are holding a wounded child hostage. In a bid to uncover the truth behind Ritchie's campaign, Josh sends Donna undercover to a seminar led by one of Ritchie's advisors. Stackhouse ultimately makes a significant choice about his campaign that motivates Bartlet.
